Android Send to App

I am following the directions here to send maps to my phone, an Android, but it's not working.  I'm a member, have the up to date app, have space on my phone, have forced synched a few times and tried on Edge and Chrome.  I think I must be doing something wrong but can't figure it out.  It's just not working.
