I-95 in Virginia not Snapping

I am putting together  route that involves I-95 in Virginia. The map will not let me route along 95 and keeps forcing me to Rt 1. Is there a do not use highway feature I am forgetting to undo or is there something missing preventing the map from snapping to I-95? or is it something else I am simply overlooking. Thanks!

  So as I figured, it was a feature not a bug. You have to ensure you are not in hiking mode before trying to plot a vehicle route. Once I went into Overland it worked fine.
