Can I access my created waypoints offline?

I've created waypoints for a map I will be using outside of cell coverage.  I have created offline maps of the area I'll be traveling in, but I also need to see the waypoints I have created.  Is it possible to have them layered over my offline maps so I can see them when I won't have cell coverage?
