Snap to trails offline not working

I have downloaded Gaia Topo maps for an area of the Sierra and have tried repeatedly to use snap to trails for routing but it never works. I am in hiking mode. I'm on an iphone. Any advice?

  I'm assuming that you can use "car mode" while you're walking offline on the sidewalk right? Just so long as you're near a road..
