Why are not ALL Public Tracks always visible ???

Why are not ALL Public Tracks always visible ???  Very few are visible.

Visible Public Tracks appears to be random.  Different tracks appear on different days.  Many tracks are not visible until selected from a User's Recent Activity list.

Why are not ALL Public Tracks always visible ???
