Import sees nothing On My iPad

Trying to move saved KML files from one iPad to another.  Copied the files onto a flash drive using an adapter, moved that to the new iPad, copy from there to On My iPad.  I can see the files with the File app, but when I go into Gaia and try to Import I don't see any files or folders.
