Map is both active and inactive at the same time

How can a map (Private Land (US)) be both active and inactive at the same time?

  I see this sort of thing in the saved map list if in any one of my layered map downloads I choose “Show on Main Map”. It then randomly splits layers between active and inactive or like in your case splits a single layer both ways.
  I have found I can usually move and force recombining.  It is clearly a bug and it has been there for more than a year.

  I’m hoping that by posting these bugs where anyone can see them that the software engineers will start fixing the numerous bugs, some of them persisting across the years. I’ve noticed that recently bug reports rarely get a human response.

  I have more given up on any fixes and just try to find work arounds.
  If they ever fix the bugs, I’ll have to relearn the program………
