Top row of icons missing on new iPad install

Trying to help a friend get started with this app but I'm fairly new myself. When I downloaded the app, the top row of icons was already there - the 4 arrow icon, the reticle icon, the plus icon and the map layers icon. His screen shot shows none of those. How do we turn them on? TIA
