Why can I create public waypoints but can't see other's waypoints?

How do I turn on public waypoints? I see none on the iOS app and the desktop version. It seems like there should be a way to see them since I can make public waypoints.  How do I see them?

  There is not currently a way to browse public Waypoints. Sorry about that. 
   
  Users are able to share Waypoints directly with each other via links, or via shared Folders which contain Waypoints.
