On Device Maps, not loading unless data/wifi is on.

I have used GAIA for the past 6 years now, I have purchased special maps in .mbtiles format that I have loaded as layers on my Android Tablet, and they have worked fine for 5 years in offline mode. The table is slow and it does crash from time to time. So I decided to purchase a brand new Ipad Mini, I saved the .mbfiles directly onto the ipad, I can only load the offline map when wifi and data is turned on. But once I go into offline mode the map that is saved to my ipad will not load, cant zoom in and the map wont load.

What is the solution for this? Kinda stupid and makes no sense.
