Waypoint Import fails to select icon on every other waypoint

I'm using the import feature that waypoint icons are automatically selected based on text in the Notes field. I have a large set of data but can recreate if I reduce it to just a few waypoints. In my test case, I have a series of about twenty campsites - each with the word “Campsite” in the Notes field. But when I import them, only half of the icons are as I expect (every second one in the list is correct). (Half are the tent symbol, the other half are the red pin symbol.) Is there a workaround to fix this? (I have the same behavior if I import a .pcx or .kml file.)
