iPad does not show accurate location

My gen 4 ipad is toast.  I upgraded to ipad gen 9 with cellular.  Returned it as it did not track.  Replacement also does not track so it is not a problem with the ipad other than they don't track.  Not even with apple maps.  I've done all the settings multiple times and no joy.  Checking GPS accuracy on GAIA shows accurate to 940'.  WTF.  Does anyone have a newer iPad that shows accurate tracking?  My old one tracked perfectly even out of cell tower range.
