Android Satallite whi Lables Map

Down loading map at max zoom 17. When using off line I am finding lots of missing tiles as I zoom in. Tried running the check for missing tiles sync, still the same. 

World Imagery at max zoom 19 load all tiles and works fine at max zoom.

Current work around is to download Gaia Topo (feet) and overlay World Imagery, not ideal because both maps are faded then.
