To use this on an ipad mini does it have to have cellar connection?  If so how does it get gps signal when in remote locationl

  Not all devices have a built in GPS. You can only use this app or others like it, if your device has a built in GPS. I got in my car out of internet range and simply went to google maps and looked to see if the map was real time and following me. I'm sure there are other ways to find out if it's got a GPS. Many more recent devices do, but a few years ago, it was only on the higher end units.

  Devices with built-in GPS chips are able to track your location without any cell service in remote locations.
  
  @marshallgerston is right, not all devices have a built-in GPS. WiFi only iPads don't come GPS enabled. Double check you are using an iPad with 3G/4G capabilities as these devices are GPS enabled and can track your locations without a cellular connection.
