Offline map won't download

I've tried downloading an offline map for several hours and it hasn't worked. The download is only 7mb and I thought it would've been quick, but nothing. I left the app open and even plugged in while the screen was on for more than a half hour (the longest my phone will keep the screen on at a time). Any suggestions?

  What map source?  You can't download OSM as per their TOS

  How about Neo-Treks? I know about the tile restriction, but I am getting the hanging download and it's my first time saving a map...
