    Cellular is needed on the iPad because that is the only way you get a GPS sensor on an iPad (without an external gps device). You don’t have to have an active data plan tied to the iPad unless you want to download/view maps that have not been downloaded already.

     

    You could get away with a WiFi only iPad if you had an external GPS unit that can provide the signal data to the iPad. Examples in the help article linked:

    And/or you might be able to share your phone’s signal (np experience with this so I cannot say this works for sure).
