offline mapping

I just did the $39.00 per year membership and downloaded an area on my Iphone. It seems to work good. I am not at the map area yet but there is no cell service there. So to test it I turned off wifi and cellular data on my phone and then opened the map and it won't load without cell service or wifi. any ideas? I am logged into my account on my phone too.
