Trouble rearranging layers on desktop

I am continually encountering problems when I attempt to rearrange layers from the drop down menu.  The layers seem to be stuck in place.  When attempting to move them they snap back to there original position.  Often times this is accompanied by the slider disappearing.  The only fix is to delete all of the layers and start over.  Any ideas on what might be going on?  Thanks

  Works perfectly for me on Chrome and Safari. Sounds like something is glitchy with your browser. Have you cleared your browser cache, restarted the browser, and tried again?

  I've cleared the cache and restarted chrome and still the same issue.  Deleting all of the layers and starting over is not even solving the issue now.  Everything works fine in Safari so it seems to be an issue in chrome.
