Add the capability to automatically update downloaded maps

The open street map database changes often and therefore new trails are added often. However once a map tile is downloaded it doesn't change and therefore becomes out of date,

There needs to be the capability for GAIA GPS to compare the time/version of a tile downloaded with the time/version of the same tile on the map server and then replace the dowloaded tile if it is out of date.
