Lidar but not just for Vermont

There is an article on Gaia on how to add a lidar data layer from Vermont. But ONLY Vermont, and given in Vermont's specific server / service names. The gist of it is finding the WMTS ArcGIS REST Services Directory xml file and editing the TileMatrixSetLink URL in simple ways. FINDING is the problem. I can't find any such XML formatted like this anywhere, like MassGIS, USGS 3DEP...  This info must be out there somewhere.
