Max Zoom level for Map Download less for ipad (15, 1:24000) than iphone 11 (17, 1:6000)

When downloading maps the max resolution for ipad (15, 1:24000) is less than iphone 11 (17, 1:6000). Why is this? Both devises are running V2020.11. Ipad is not cell capable. Is the difference due to devise technology or what?

  The Max Zoom level for map downloads depends on the maps you have activated in the layers menu. Different map sources allow for different resolution downloads. 
  
  You should see the same Max Zoom number when both your iPad and iPhone have the same maps enabled.
