Generation 1 Ipad mini used for Gaia gps

Can a generation 1 Ipad mini, software ios 9.3.6, be used for Gaia Gps ?  I will use my PC to download maps and make trips, but use Ipad for off grid travel.  I tried to download Gaia App. on this Ipad, but it said no way to pay for app with this generation 1.  What can i do?

  Gaia account is based on your email address. I currently have a iPad Pro, 
  my iPhone 13 Pro, and a iPad mini on the same account. All I would have to do to add a new pad 
  is enter my same email in the app and no new account needed.
  Do not know if a very old mini can do it but update the iOS on it as well.
