OR Wildlife Management Units layer not displaying correctly

Only about six of the unit names are displaying when zoomed out to view the entire state.  When I zoom in other unit names appear but some others disappear.  This is potentially a very useful feature that is rendered almost useless.  Any plans on updating this?
