Layer Legend Zoom Range

In the Gaia GPS App on an Android phone. On a layer's legend description page, there are Zoom Range values.  For example the "USFS Roads and Trails" layer has a Zoom Range of 3 - 16.  Does anyone know what this zoom corresponds to or is in reference to?  Thanks.

  The zoom range/scale is unusable as it is.  It is extremely annoying that I have to be zoomed down on top of the road before the name shows.

  Hey Mark,

  What map source are you using? There's probably one that will show you road names at a higher zoom. I can help you find one.
