Plss overlay internet connection needed?

I am interested in the PLSS overly but have not been able to determine if it is active on iphone with no internet connection. The areas I frequent in Nv have no cell phone coverage. I do not have a paid membership currently, but plss stand alone would be worth the cost to me.

You can add these layers to your maps with these steps:
Add and Manage Overlays (MVUM, Private Lands, Public Lands, etc.)
Then you can download regions of theses maps to your device prior to exploring remote areas:
