Why are major roads missing from Gaia Topo?

Looking at San Gabriel Mountains National Monument, a parkland visited annually by 4 million, the Glendora Ridge Road linking Mount Baldy to Glendora is totally missing. I understand that there is a automobile road closure due to the conoravirus, but the road is still there, a major topographic feature, and open to bicyclists and hikers. The same can be said with the last northern miles of Hwy 39 where it connects to Hwy 2. Closed to automobile traffic because of rock slides, but still there for other users. Why are roads closed to automobiles entirely removed, especially since there will be a time when they re-open (in the case of Glendora Ridge Road)?

  Gaia Topo, as well as several other sources in the app, are based on OpenStreetMap (OSM) data, an Open-source and public mapping project.
  
  This road is marked "under construction" on OSM.  Roads marked under construction are excluded from the Gaia Topo layer.
  
  You can actually contribute to OSM in order to add trails and features to the map, or to make updates to features. Read more about this and find instructions here: Contribute to OpenStreetMap
  
  If you decide to contribute any updates to OpenStreetMap, you'll see the changes in Gaia GPS in two to three weeks.
