iPhone 8 wont download maps of Baja Norte for offline use.

Having trouble getting iPhone 8 to download maps. Has been working in the past and now all of the sudden it isn’t working. Can select an area to download but nothing happens, under save tab I can see the area and can select resume download but get nothing (no spinning wheel on map tab) Anyone have a clue how to trouble shoot this?!
