Highlight Elevation

I am looking for instructions on how to highlight or select either a particular elevation or a range of elevation on the topo maps. For example, with research that I am doing, I wish to highlight all of the area of a mountain range that is above 10,000 feet. Is this possible? I do not see this as on option on the premium contour overlay.
