Offline Data Transfer Between Platforms

I work with a search and rescue organization in Colorado.  We often have trail head coordination in the field without access to cell or Internet.  We would like to be able to pull individual track information in the field (i.e. where the teams searched), and push target tracks (places to search) to/from the each member's device without having Internet access.  It would seemingly be easy to pass information between apps on two devices (Android or iOS) via NFC, Bluetooth, or even local wifi connection.  Please add a feature to allow such transfers between various platforms, regardless of operating system employed.
